Senior Analyst-NEPA Specialist
Ocean Associates, Inc. (OAI) is seeking a senior analyst to support the NOAA National Marine Fisheries Service (NMFS) Office of Aquaculture (OA) in Silver Spring, MD. OAI conducts research, offers policy advice, and provides personnel support services to government and industry clients for marine fisheries and protected species.
This position will be responsible to support OA in the planning and development of National Environmental Policy Act (NEPA) evaluations for aquaculture activities.
Duties and Responsibilities:
Lead development of NEPA evaluations for major aquaculture projects, including but not limited to offshore aquaculture demonstration pilot projects. This will include drafting evaluations, and coordinating with NEPA experts in other NOAA offices.
Coordinate and maintain consistency between multiple on-going projects, while resolving internal comments on draft documents and document review and feedback.
Provide NEPA policy and procedural advice and guidance to the OA.
Required minimum education, knowledge, skills, and experience:
Bachelor's degree in a related field with 3 years of relevant experience or Master's degree in a related field.
Experience with federal agency NEPA implementation for operational or research programs and activities in the coastal and marine environment.
Familiarity with applicable environmental laws such as the Endangered Species Act and the Marine Mammal Protection Act.
Ability to work independently, reliable, self-starter, self-motivated and strong attention to detail.
Excellent interpersonal and communication skills, both written and oral.
Ability to seamlessly work across NOAA Fisheries' science and regulatory organizations.
Ability to work well under pressure, including handling special assignments under compressed deadlines.
Ability to identify and prioritize potentially contentious issues and successfully resolve or recommend options to resolve them.
Ability to brief complex issues in an easy to understand manner and prepare written and presentation materials for scientific, political and public audiences.
Ability to work independently and deliver results without close supervision or written guidelines.
Policy and project management experience.
Knowledge of marine aquaculture gear and operations.
Knowledge of NMFS regulatory, research and management activities is highly desirable.
Knowledge of NOAA operational and research activities is highly desirable.
The position is for full-time work, 40hrs/week.

Location: Work may be conducted at an offsite location with regular (2-4 days per month) in-person meetings at NMFS Office of Aquaculture 1315 East-West Highway, Silver Spring, MD 20910. Travel costs for these meetings will not be provided.
