Need Experience MD Licensed Contractor who understands Anne Arundel County permit requirements for grading and building violations
I have applied for a grading and building permit and theses are the requirements below:
1. The permit indicates 2 additions, including a one story and a 2nd story addition. However, the drawings only present the one story addition to be perfected. The drawings shall present the 2nd story addition as well.
2. The orientation and footprint of the "ex. one story addition to be perfected" presented on Sheet 2 is different than that presented on the Variance exhibit. Revise the drawings to present the actual footprint and orientation to be perfected. If it is not consistent with the Variance, provide clarification accordingly.
3. No information is provided to confirm compliance with the maximum allowable 45-foot height. A Grading/Building permit cannot be provided until information is provided to demonstration compliance with the maximum allowable height per Code 18-4-301.
4. County Cultural Resources may need to further evaluate the property as noted in the Variance. Cultural Resources staff will provide further direction upon their initial assessment.
1. Per COMAR 27.01.09.01 and the approved Variance, a Buffer Management Plan (BMP) is required for mitigation. Per COMAR 27.01.09.01-3, the plan shall be a Major BMP. A BMP was not provided. Provide a Major BMP and present all the information required within COMAR 27.01.09.01-3. The required mitigation quantities are discussed in a separate comment.
2. Mitigation calculations shall be presented in the BMP; mitigation is assessed as follows:
a) Clearing violation in the buffer requires 4:1 mitigation as per the approved Variance (6,060sf clearing for mitigation of 24,240sf).
b) Clearing violation outside the buffer requires 3:1 mitigation as per the approved Variance (3,570sf clearing for mitigation of 10,710sf).
c) Variance granted for the one-story addition inside the buffer requires mitigation at a 3:1 for the structure. Present the calculations for the area of the addition and 3:1 mitigation.
3. The BMP shall be accompanied by a Forestation Agreement, deed, and fees. A security bond (cash or check) in the amount of $1.50/square foot of development. This is a refundable bond to be returned upon an inspection of the plantings no sooner than two growing seasons from the time of planting. There is also an inspection fee in the amount of 10% of the bond. The above payments can be combined under one check in the amount made payable to Anne Arundel County.

Please contact the individual below to set up a time to deliver the forestation agreement, planting plan security and inspection fee or you may drop off required documents in the Drop Box at 2664 Riva Road in an envelope with the permit #, address, and to the attention of the permit reviewer.
4. Per Code 17-8-901, a forest conservation easement (FCE) is required for the property. Present the limits of the FCE on a drawing to include the mitigation plantings and existing woodland per the Code, and complete an FCE form.

5. The Variance was granted based on specific conditions, including obtaining an approved mitigation plan, completing abatement measures, paying fines, removing the patio and revegetating, and complying with instructions and approvals. The permit cannot be approved until these conditions are satisfied. Provide documentation of proof that these conditions have been addressed.
3. The above referenced request has been reviewed for Engineering and utilities issues and the following comments apply:
• Indicate grading permit # in all grading sheets.
• Provide Complete Storm Water Management Report; refer to Anne Arundel County SWM Practices Chapter 3.1 and Chapter 5.0 Environmental Site Design of Maryland stormwater Management.
4. -Provide a full sediment control plan, with all checklist items accounted for including Standard Responsibility Notes, Consults. Cert., a full sequence of construction of the work "proposed", an existing and proposed sediment control plan, etc.
